The Principality of Monaco built its modern economy around a casino. The Société des Bains de Mer was formed in the 1860s to develop the Monte-Carlo quarter, and the casino, the Hôtel de Paris and the opera house were conceived as a single resort scheme that gave the state an income without direct taxation of residents.
Monégasque nationals are not permitted to gamble in the principality's casinos, a restriction that has applied since the nineteenth century. Visitors must present identification, and the historic salons enforce dress codes that are stricter than anything in Las Vegas. The properties are small by Asian standards and trade on architecture, history and high limits rather than floor size.
