The Philippines is unusual in that its regulator, PAGCOR, has both licensed private casinos and operated its own. Entertainment City, a reclaimed district on Manila Bay, was planned as a cluster of integrated resorts to compete with Macau and Singapore for regional visitors, and four large properties were built there and at Newport near the airport.
The market has been shaped by its proximity to Asian source markets and by policy swings on offshore online licensing. On the floors themselves, baccarat leads the tables, VIP rooms are prominent, and several properties hold large poker rooms that anchor the regional tournament circuit.
