Britain legalised commercial casinos through the Betting and Gaming Act 1960, and for decades required members to register in advance and wait before playing. The Gambling Act 2005 removed the membership waiting period and created the Gambling Commission as a single regulator, but it also capped the number of large casino licences, which is why the country has many small venues and very few resort-scale floors.
London holds the concentration of high-limit rooms, several of them private members clubs in Mayfair with a clientele drawn from overseas.
