Pennsylvania placed its casinos where the population is, rather than in a resort district, so the Philadelphia region has venues in Bensalem, at the South Philadelphia sports complex and in the city centre, with a further large property on the former Bethlehem Steel site in the Lehigh Valley.
The strategy worked commercially: Pennsylvania passed New Jersey in gaming revenue within a decade of licensing. The properties are built for repeat local visits — large slot floors, parking, buffets and sportsbooks — rather than for multi-night stays.
