The United States has no single casino licence. Each state decides whether to permit casino gaming, in what format and under which regulator, which is why a visitor can drive between neighbouring states and find commercial resorts on one side of the line and no legal gaming floor on the other. Nevada and New Jersey built the two oldest commercial markets; Mississippi, Pennsylvania, Michigan and a dozen other states licensed casinos later, often as a revenue measure.
A second, parallel system covers tribal gaming. The Indian Gaming Regulatory Act of 1988 allows federally recognised tribes to operate casinos on tribal land under compacts negotiated with their state, and several of the largest gaming floors in the country are tribal properties in Connecticut, Oklahoma and southern California. Rules that visitors notice most — smoking, drink service, minimum age and whether sports betting is offered — are set at state or tribal level rather than nationally.
